The configuration management startup checklist that follows will help guide the efforts of owner and PMC in using this important tool.

Configuration Management Startup Checklist:
Configuration management philosophy and policy established, issued and requisite training initiated
Scope baseline clearly established
Extent of configuration control established (battery limits; parameters; level of control). This is earlier than most configuration management efforts but strengthens the overall project foundations.
Associated configuration baselines defined and status and timing indicated
Basis of Design encompasses all items subject to configuration control
Configuration management identification system established and issued
Configuration management processes, procedures and tools stood up
Configuration management requirements drafted for inclusion in subcontract and supply contracts including required flow down
Configuration management integrated with change control process and reflected in RACI matrix
Impact assessment process defined and issued for configuration changes consistent with established configuration controls (includes performance, reliability, safety, security and sustainability)
Configuration control board established (may include owner operating staff)
Readiness review conducted
